Do you have write perms to the folder where you are trying to run the server? Go to the command prompt, and go to the folder with the minecraft server. Type eula=true >eula.txt and hit enter then do dir and see if eula.txt is there. And from my point of view my own server is a lot less fishy than CurseForge, but obviously for the general mod user audience point of view it would be an unknown site and thus may seem "fishy". I don't see how it would seem "insanely fishy" though, it doesn't even contain any ads or two dozen fake download buttons around the real download links I've decided to get a forge server going for my friends and I again, but no this problem is happening where the forge file doesn't start up. I had a forge server before that booted up (deleted the files for it as I didn't think I would need it anymore) and this file use to start up, but it stopped when I tried to use a bat file to add more RAM so the server wouldn't be as laggy.
